“Acciones subnacionales contra la deforestación: casos mexicanos”. Este 26 de abril del 2022, se llevó acabo el seminario décimo noveno. En este seminario participaron Saúl Pereyra. Coordinador Senior de Acción Climática de WRI México, como moderador de la sesión; Helena Iturribarría Rojas. Secretaria del Medio Ambiente, Energías y Desarrollo Sustentable de Oaxaca; Ana Laura Silva Galicia. Titular de la Dirección de Desarrollo Forestal Sustentable de la Secretaría de Medio Ambiente y Recursos Naturales de Campeche; Josué Díaz Vázquez. Director General de Ordenamiento Territorial de la Secretaría de Medio Ambiente y Desarrollo Territorial de Jalisco; Silvia Llamas. Coordinadora Operativa, Pronatura Sur A.C, José Iván Zúñiga, Gerente de Bosques en WRI México; y José Morales. Gerente de Ecosistemas y Cambio Climático en ICM.
José Iván Zúñiga, WRI México inició la sesión brindando un preámbulo sobre el estado actual de deforestación en México. Mencionó que acorde con Semarnat tenemos una tasa de perdida anual entre 15-20% de perdida forestal, sin embargo, se considera que se está disminuyendo la pérdida neta. El nuevo sistema de la Conafor tiene una nueva metodología donde se hacen interpretaciones con mapas satelitales para observar los cambios, y se ha identificado donde se concentra más la deforestación como la Península de Yucatán, Chiapas, Guerrero, Michoacán, Jalisco, Zonas costeras de Sinaloa, entre otros sitios.
Acorde a Conafor a través del Samof, durante el periodo 2001-2018 la deforestación bruta promedio es de 212 mil has anuales. Lo identificado a través de los sensores remotos es que el 94% de conversión de tierras forestales ha sido a uso agropecuario, y en términos de ecosistemas, lo que mas se ha cambiado son las selvas húmedas, medianas secas y templadas, lo cual se ha
corroborado con Global Forest Watch, donde es notoria la perdida de cobertura en México.
Las causas directas han sido la agricultura, la ganadería, tala ilegal, pero también hay otras indirectas como las vías de acceso, inversión, fragmentación social, falta de control de territorio, hay mas sectores que afectan las dinámicas forestales, y la debilidad institucional en todos los niveles.
Enfatizó que también ha habido avances en el monitoreo, mejoras en el inventario nacional, coordinación institucional entre los sectores, coordinación entre subsidios. Indicó que algunos retos son la escasez de recursos humanos y económicos, la falta de armonización en las metodologías de evaluación de la deforestación, y la integración de la información de la frontera agropecuaria.
Concluyó haciendo énfasis en que existen avances y soluciones, como la certificación y sellos de mercado, mercados de carbono, restauración, mejora en programas gubernamentales, fondos regionales, entre otras iniciativas, sin embargo, enfatizó que “sin control territorial, si no se mejora, o actualizan, si no hay mejoras en las políticas y no incrementan los recursos y las capacidades institucionales, será muy difícil lograr una transición forestal de ganancia de bosques y selvas”.
Silvia Llamas. Coordinadora Operativa, Pronatura Sur A.C. presentó “Las estrategias de reducción de emisiones derivadas de la deforestación y la degradación forestal REDD+” compartió la experiencia de coordinación con gobiernos subnacionales dentro de la iniciativa del Grupo de Gobernadores sobre Clima y Bosques (GCF Task Force).
La iniciativa surgió en 2008 para promover enfoques a nivel jurisdiccional para el desarrollo rural bajo en emisiones y la reducción de emisiones por deforestación y de degradación forestal. Durante su ponencia, explicó los antecedentes de cómo surgió la estrategia REED+ al ser resultado del compromiso en la reducción de 80 % la deforestación en México, considerando financiación proveniente de la cooperación internacional. Prontaura Sur en conjunto con los gobiernos han generado las estrategias estatales REDD+ alineadas con la visión nacional, y se estableció el primer mecanismo operativo basado en “Pago por resultados” con el Fondo Cooperativo para el Carbono de los Bosques. A través de varias organizaciones nacionales e internacionales vinculadas a la conservación, se consiguieron los fondos para abrir los espacios de implementación, se logró la modificación de los marcos legales, se generaron instrumentos de política pública, compromisos fuertes para disminuir las emisiones con acciones de mitigación y adaptación, reportes de monitoreo, reporte y verificación, y salvaguardas. Desafortunadamente por los cambios gubernamentales se detuvo el apoyo del Fondo Cooperativo para el Carbono de los Bosques, sin embargo, el gobierno de Noriega, ha continuado con su apoyo y es el principal donante de la iniciativa. Genero junto con GFC Task Force el fondo de financiamiento en dos ventanas: ventana A- estrategias estatales REDD+ y mecanismos jurisdiccionales y ventana B- Intervenciones para acelerar la reducción de la deforestación.
Cerro su ponencia, indicando que actualmente sólo dos estados reciben financiamiento del fondo de innovación (ventana B) y Pronatura Sur trabaja sigue apoyando a los otros 5 estados para continuar la implementación de la estrategia REDD+, a través de negociaciones para lograr convertir a acciones en el territorio y se logre reducir la deforestación.
Durante el Panel de discusión se presentaron tres casos de trabajo en contra de la deforestación en México Helena Iturribarría, Secretaria del Medio Ambiente, Energías y Desarrollo Sustentable de Oaxaca contextualizó la situación del estado considerando la diversidad biológica y étnica, lo cual
es una riqueza biocultural prioritaria para el desarrollo territorial integral en Oaxaca.
Comentó que dentro de los esfuerzos conjuntos con GFC Task Force, se generaron dos espacios de gobernanza importantes, uno de sociedad civil que es el Consejo ciudadano para la biodiversidad y la Mesa interinstitucional de la restauración productiva del paisaje biocultural. Ambas iniciativas surgieron como parte del Plan de inversión para el desarrollo rural bajo en emisiones con la finalidad de abordar los drivers de deforestación considerando los puntos de degradación mas recientes, y definir modelos de restauración sostenible con fines alimentarios y comerciales.
Recordó que un punto prioritario fue realizar un trabajo transversal con las Secretaria de Desarrollo Agropecuario, la Secretaria de Economía para abordar los temas de producción, y la parte ambiental a través de la Secretaria de Medio Ambiente y la Comisión Estatal Forestal, además de incluir a la Secretaria de Planeación y Finanzas y la Secretaria de Pueblos Indígenas, esto permitió la toma de decisiones articulada tomando como base el análisis del diagnóstico de degradación de servicios ecosistémicos, tazas de deforestación, captura de carbono, recarga hídrica, retención de nutrientes, función de polinización y retención de sedimentos, esto llevo a un modelo de degradación en el estado y análisis de potencial de restauración productiva (1.6 millones de hectáreas de posibilidad bajo esquemas: milpa intercalada con árboles frutales, ganadería, café y agave mezcal) gracias financiamientos mixtos público-privado.
Con GIZ, lograron un financiamiento para un análisis de impacto económico por la degradación de tierra, estableciendo un proyecto donde se fortaleció el marco regulatorio, la conservación de la biodiversidad y el manejo integrado del paisaje y cadenas de valor sostenible con agave mezcal. Y cerro su presentación comentando la importancia de las alianzas como Pronatura Sur, UNEP, GIZ, Semarnat, Sader, WRI, USAID, ente otros organismos para dar continuidad a los compromisos, ya que cada vez son más limitados los recursos y tener espacios de compartir las experiencias permite alinearnos y fortalecernos para producir, restaurar y fortalecer medios de vida Es importante incluir a la sociedad civil en espacios formales en instituciones públicos para asegurar la trascendencia transexenal y generar mecanismos de gobernanza que genera los espacios de intercambio de conocimientos para la comunicación e innovación.
Ana Laura Silva Galicia. Titular de la Dirección de Desarrollo Forestal Sustentable de la Secretaría de Medio Ambiente y Recursos Naturales de Campeche. Presentó el estado de implementación de la estrategia REED+ y los retos asociados. Campeche fue el primer estado en generar su estrategia en el 2010 y cuentan con los documentos de política pública como el Programa Estatal de Cambio Climático 2015-2030, y este 2022 se logró la nueva Ley Forestal alineada con la Ley de Cambio climático del estado. Los principales retos de implementación fuero crear las líneas bases, la red de reporte, monitoreo y verificación, los mecanismos de evaluación dentro de las normativas del estado, incluyendo al sector agropecuario principalmente al ganadero.
Una estrategia prioritaria es atender la deforestación y degradación forestal, para lo que se han tenido reuniones con diferentes productores como los de la comunidad menonita, los productores ilegales de carbón para entender las necesidades y tomar acuerdos de mejores prácticas. Existen proyectos de la Secretaría del Medio Ambientes del estado como el de “Corredores biológicos” que buscan conectar las áreas naturales protegidas de Calakmul y Laguna de términos, destinando áreas de conservación y de plantación forestal con especies nativas, desarrollo forestal comunitario. Además, dentro del estado se fomentan sistemas silvopastoriles y agroforestales, y la regulación de bonos de carbono verde y azul para cuidar las salvaguardas.
Las prioridades que no deben faltar a nivel subnacional para resultados más concretos es incluir a a los diversos sectores, en Campeche, el sumar a los sectores productivo y ganaderos, sumar esfuerzos con los municipios y con el gobierno federal, ha permitido realizar mesas de trabajo para generar acciones de reconversión basadas en la eliminación de glifosato y establecer estrategias de agricultura de conservación, abonos orgánicos, microorganismos de montaña uso de micorrizas entre otras acciones favorables a los ecosistemas.
Finalmente mencionó que los retos para llegar a una tasa cero de deforestación para el 2030 son establecer actividades y programas que paren la deforestación, oportunidades que generen medios de vida y mejoren los ingresos familiares, detener la tala, continuar con bonos de carbono, y fomentar las actividades de recuperación de cobertura forestal con sistemas silvopastoriles, y lograr que los ganaderos busquen sellos de carne libre de deforestación. Es de suma importancia agregar valor al bosque a través de actividades productivas, fortalecimiento de capacidades y mecanismos de incentivos.
Josué Díaz Vázquez. Director General de Ordenamiento Territorial de la Secretaría de Medio Ambiente y Desarrollo Territorial de Jalisco, explicó que actualmente en el estado de Jalisco tiene una agenda muy amplia para combatir la deforestación, entre las estrategias estatales generadas se encuentran la de Cambio Climático, la de Biodiversidad, la de Áreas Naturales Protegidas, en donde se plasman las acciones y políticas públicas para disminuir los niveles de deforestación, ya que actualmente se pierden 15 mil has anuales forestales, de las cuales 7 mil has de ellas son del sector tequila-agave, y el resto ente ganadería y aguacate.
Algunas de las acciones que se realizan para atender la deforestación se encuentra la ganadería sostenible donde se busca la comercialización carne libre de deforestación, mercados de carbono a través de sistemas silvopastoriles-agroforestales de manera combinada, además de buenas prácticas con pequeños productores, escuelas de campo, incentivos en ejidos, entre otras acciones con miembros del sector. Sin embargo, la producción de agave tuvo que atenderse de manera más puntual, debido a los cambios de uso de suelo, después de las denuncias en el sector aguacatero, el Consejo Regulador del Tequila (CRT) tomó la iniciativa de establecer un diálogo y considerar los cambios de uso de suelo y su regulación.
Se iniciaron mesas de trabajo y se generó una estrategia Tequila cero deforestaciones a través de tres componentes, el primero fue crear mapas de legibilidad en función de bosque y no bosque (línea base 2016 de la frontera agrícola) y se convirtió en una plataforma donde cualquier productor puede analizar el polígono geoespacial del terreno y la plataforma genera un reporte de compatibilidad que facilita al CTR el proceso de trazabilidad.
El segundo componente fue instaurar una certificación entre el gobierno del estado y el CRT llamada ARA (Agave Responsable Ambiental), con la finalidad de demostrar que el tequila no provocó deforestación y busca que para que el 2027 todo el tequila presente esta condición, y el tercer componente está relacionado a las buenas prácticas y vinazas.
Finalizó su participación mencionando los retos más importantes a los que se enfrentaron, el primero fue que los productores identificaran el problema de deforestación y la ilegalidad de la que formaban parte, lo cual se ha ido atendiendo paulatinamente, pero gracias a la COP26 se volcó la mirada al sector e impulsó cumplir con la certificación ARA. Y el segundo desafío fue la presencia de controversias en el mapeo por falta de actualización, lo cual se está resolviendo por regiones.
El panel concluyó con la importancia de hacer las denuncias penales para detener la deforestación, identificar a los intermediarios que favorecen la modificación del territorio, y mantener información disponible para que los productores tomen decisiones informadas al adquirir los terrenos.
Finalmente, José Morales. Gerente de Ecosistemas y Cambio Climático en ICM cerró la sesión con las reflexiones finales resaltando la importancia de generar medios de vida a partir de sensibilizar a las poblaciones sobre los servicios ambientales que reciben los territoritos en los que habitan, y establecer proyectos productivos y de conservación que favorezcan el tejido social asegurando así la permanencia en el tiempo.
Asimismo, evidenció la importancia de realizar una selección adecuada de especies para los proyectos, y generar acciones óptimas para la región, definiendo los mecanismos de financiamiento convenientes para cada proceso. Destacó la relevancia del dialogo entre las partes involucradas en las dinámicas territoriales, para dirigir las acciones, resolver las necesidades reales y alcanzar las metas de tasa cero en deforestación.
Por último, mencionó que existen cuatro pilares para continuar avanzando en las metas contra la deforestación que son: la gobernabilidad del territorio, las políticas públicas adecuadas y alineadas a los compromisos actuales, mantener instituciones gubernamentales robustas, capacitadas, y un financiamiento para la acción.
